The Emergency Act defines cash circulation and payment services as vital services. Eesti Pank has set minimum requirements for the continuous operation of these services in order to limit the impact of any emergency or interruption in vital services on the functioning of the Estonian economy and Estonian society.
The minimum requirements for providers of these services are set out in the decree of the Governor of Eesti Pank on payment services and cash circulation and the requirements for continuous operation.
The requirements apply as an obligation to the four biggest banks operating in Estonia:
- Swedbank AS;
- AS SEB Pank;
- Nordea Bank Finland PLC Estonia branch.
The Financial Supervision Authority will supervise the compliance with the requirements.
