CENTRAL BANK AND FINANCIAL STABILITYAccording to the Eesti Pank Act, the primary goal of Eesti Pank is to safeguard price stability. This task can be fulfilled only if the financial intermediation system operates smoothly. Eesti Pank sees to the seamless operation of the financial intermediation system; i.e., financial stability. Assessing threats to the operation of the financial intermediation system Monitoring and developing the legal framework of banking Managing financial crises Overseeing settlement systems
In performing these activities, Eesti Pank adheres to the following principles: Maintaining the credibility of the financial system; Reducing the chances of an occurrence of a system threat as much as
possible; Helping to elevate the effectiveness of the financial system; Guaranteeing sufficient transparency of the financial system.
Besides Eesti Pank, the Ministry of Finance and the Financial Supervision Authority also play an important role in guaranteeing the stable operation of the financial system. In order to achieve these goals every institution has to make an independent effort as well as cooperate successfully with each other. Until the end of 2001, the responsibility for overseeing the financial sector was divided between Eesti Pank and the Ministry of Finance so that Eesti Pank answered for the banking sector's policy and oversight, but the Ministry of Finance was responsible for the policies and supervision of the insurance and securities sectors. Since 2002, responsibility for the supervision of the financial sector has been assigned to a single supervisory institution - the Financial Supervision Authority. The cooperation agreement between the Ministry of Finance, Eesti Pank and the Financial Supervision Authority (December 21, 2007) In order to safeguard financial stability, Eesti Pank, as a member of the European System of Central Banks, also cooperates with the central banks of the other European Union Member States as well as the European Central Bank. In addition, Eesti Pank also cooperates with the Nordic and Baltic Central Banks in this field. |
