The Emergency Act defines cash circulation and payment services as vital services. Eesti Pank has set minimum requirements for ensuring continuity of these services and limiting the impact that any emergency or interruption to vital services may have on the functioning of the Estonian economy and society.
The minimum requirements are set out in Eesti Pank Governor’s Decree.
The requirements are binding for the three biggest banks operating in Estonia:
Eesti Pank regularly assesses compliance with the criteria for providers of vital service as established by the Credit Institutions Act.
The Financial Supervision Authority supervises compliance with the requirements.
