Continuous operation of banking services
The Emergency and National Defence Act defines the operation of cash circulation and payment services and the provision of technical support services for payment services as vital services. Eesti Pank has set minimum requirements for the continuous operation of these services to minimise the impact of any interruption in emergency or vital services on the Estonian economy and Estonian society.
The minimum requirements for providers of cash circulation, payment services and technical support services for payment services are being updated. Until the new minimum requirements come into force, the requirements set in the Decree of the Governor of Eesti Pank Description and continuity requirements of payment services and cash circulation will apply.

Eesti Pank regularly assesses whether possible providers of vital services meet the criteria for doing so. The credit institutions that are providers of vital services are:

- AS SEB Pank
- Luminor Bank AS
- Coop Pank AS
